The U&S policy has adopted a transitional and tiered approach to working with young people and substance use. These tiers / levels of intervention are based on the healthcare tier definition of prevention, intervention and treatment. This approach bridges across different agencies in order to clearly identify the role of all agencies and workers working to improve outcomes for children and young people in relation to substance use. It identifies prevention and education for non users and harm reduction education, information, support and referral to treatment for those already using substances or at risk of using substances.
- Tier One
Universal – generic and primary services.
- Tier Two
Child or youth orientated services offered by practitioners with some substance use and child or youth specialist knowledge.
- Tier Three
Services provided by specialist teams.
- Tier Four
Very specialised and intensive forms of intervention for children or young people relating to substance use / misuse with complex care needs.
